Fire Safety in Care Homes: A Practical Guide for Care Home Managers

When it comes to fire safety, care homes present unique challenges. Residents are often elderly, less mobile, or may have cognitive impairments, making quick evacuation difficult. This means the consequences of a fire can be especially severe, and why care homes are considered a high-risk environment under fire safety legislation.

For care home managers, ensuring robust fire safety measures isn’t just about compliance, it’s about protecting the lives of your most vulnerable residents. This guide highlights the key steps you should take to strengthen fire safety in your care home.

Carry Out Comprehensive Fire Risk Assessments

A fire risk assessment is the foundation of effective fire safety. For care homes, this assessment should be carried out by a competent fire safety professional who understands the specific risks associated with healthcare and residential care environments.

  • Identify ignition sources, fuel sources, and vulnerable areas.
  • Assess how residents would evacuate safely in different fire scenarios.
  • Review emergency procedures regularly and after any building changes.

Ensure Fire Doors are Inspected and Maintained

Fire doors are critical in care homes, they slow the spread of fire and smoke, giving residents and staff valuable time to respond.

  • Schedule regular fire door inspections (monthly checks plus bi-annually/annual professional fire door inspections).
  • Make sure self-closers are working, seals are intact, and no doors are wedged open at any time.
  • Train staff to spot and report them immediately.

Install and Maintain Fire Detection & Alarm Systems

Early detection is vital in a care home setting (note – this is only truly effective if you have passive fire protection in place).

  • Fit a comprehensive fire detection and alarm system throughout the building.
  • Test alarms weekly and service them at least twice a year.
  • Consider linked alarms with remote monitoring for faster emergency response.

Train Staff for Fire Emergencies

Your staff are your first line of defence. It is important that they receive detailed fire safety training so they know what to do when it matters most.

  • Provide regular fire safety training tailored to care home settings.
  • Carry out evacuation drills that consider residents with limited mobility.
  • Train staff in safe use of evacuation aids (chairs, mats, sledges).

Have a Clear Evacuation Strategy

A standard “everyone out” evacuation isn’t always practical in a care home, as many residents may have limited mobility, complex health needs, or conditions such as dementia that make it difficult or unsafe to evacuate them quickly.

  • Use progressive horizontal evacuation (moving residents to safer compartments of the building first)
  • Ensure evacuation routes are free of clutter and clearly signed.
  • Assign staff roles for emergencies and rehearse them regularly.

Compliancy Log

Log all fire safety checks, inspections, and training.

Review

Review your fire risk assessment annually (or sooner if anything changes).

Responsibilities

Be aware of your responsibilities under the Regulatory Reform (Fire Safety) Order 2005 and the Fire Safety (England) Regulations 2022.

Why Fire Safety in Care Homes Cannot Be Overlooked

Every year, incidents highlight the devastating consequences of poor fire safety in care settings. With residents unable to evacuate independently, the responsibility on managers and staff is immense. By prioritising fire risk assessments, fire door maintenance, detection systems, staff training, and evacuation planning, you not only meet your legal obligations but also provide the highest level of protection for those in your care.
